Oh, well they currently don't, but they would be physically able to operate them. I don't think Romania has actually been any large-scale war before besides WWI and II, where only little occurred involving them. So now they wouldn't need to operate any.

If they don't operate any you can't have any >.<. You can have those things till later down the line once your buy them or produce them but you can't start with them.
