Could you tell more about your WIP first? What are you making, what are it's dimensions, does there need to be suspension, what tyres you are going to use?... There exist plethora of useful links but without knowing what you are actually looking for, it is hard to give you good sources to look at...

I am trying to build an off-road vehicle with four wheel drive. I tdoes not have to have suspension, portal axles would be nice, but not necessary, any type of steering would be fine, as long as it's relatively simple, dimensions are about 20 studs wide and about 40 studs long. I don't know what the tires are called, all I know is that they were form an old dumptruck from like 2005 or '06

I guess some kind of simple live axle would be one option. I have built that one once ( http://www.flickr.com/photos/infamousq/2533560110/in/photostream )and they are relatively simple to build. Biggest issue is usually finding out suitable gearing (mine used bewel gears) and light but strong axle design (mine was bit too heavy). Also, the wheels you are using (I assume they are from blue dump truck?) are bit smaller so you probably also need to make the wheel setup smaller.
