Well for one thing, we can cross iron off the list... That's already an official element. :D

What I've come up with so far:

Toa of Neon:black and red/trans orange,all male.
Toa of Krypton:white,all female.
Toa of Xenon:blue and trans blue, all male.
Toa of Phosphorus:orange,white,red,purple,black/mix of those, male and female.
Toa of Chlorine:green and black, occupations of ninjas:D or pirates, male and female.
Toa of Sulfer:yello,all female.
Toa of Iodine:black and purple, all male.
Toa of Silver:well,silver,all male.
Toa of Florine:yellow and white, all male.
I'll stop here for now.

Toa of Phosphorus: orange, white, red, purple, black/mix of those, male and female.
Eh... I don't know about these ones. Phosphorus can indeed be found in such colors, but perhaps less variety... maybe red and white, and the "odd ones out" (if you know what I mean) being violet?

Toa of Xenon: blue and trans blue, all male.
Toa of Sulfur: yellow, all female.
Toa of Iodine: black and purple, all male.
Toa of Krypton: white, all female.
Toa of Silver: silver, all male.
Toa of Fluorine: yellow and white, all male.
Toa of Chlorine: green and black, oftentimes end up as mercenaries (pirates or ninja specifically), male and female.
Mainly yes to all of these, although if you notice, I've made some minor changes to what you wrote. I think that Toa of Chlorine are not necessarily ninjas or pirates, but similar to how Le-Toa are energetic and Ko-Toa are quiet, perhaps Toa of Chlorine just have a knack for fighting and often end up as mercenaries (after all, actual ninjas were just hired assassins)? That's what I think anyway. :D
Oh, and Toa of Krypton, I'd suggest, should perhaps be white with some yellow accents. What do you think?

Toa of Titanium: gunmetal, silver, and grey, usually big and bulky.
I personally find that gunmetal works just as well as silver for titanium MOCs. Anyway, I agree to this as well. I'd also add that they can be male or female, but male Toa of Titanium are found more often.

Alright.
Toa of Bromine: All male. Either brown and orange, or brown and red.
There we go. :)

Hmm... I think all elements shouldn't be gender specific. Certainly allows for more variation if you can have both male and female versions.

Historical tidbit: Ninjas were spies, akin to today's CIA. Although there were ones trained in assassination, many ninjas were used for reconnaisance only. Adding to that, you would never see any of them dressed in black, as they would ordinarily hide in plain sight, being dressed as a farmer, a civilian or beggars.

They did like their high tech gadgets though.

No, again, that's a little too broad. Maybe white and red, maybe a little orange. Then, similar to how most beings of stone are brown and a few are orange, maybe the coloring of the "odd ones out" for Phosphorus beings would be either orange or purple?
