Sylvan,
1) Casualties will be done literally within the hour.
2) I have a suggestion that has been done before but no realistic approach has ever been discussed. Due to it's nature, it is best done between admins only. I'd like to get you and Jack on Skype and, in a perfect world, McCall, Squid, and maybe Tyro too, to see if there is any way we could make it work.

PROPOSED RULE: THE D&C II RESERVE AND TAX ACT

Purpose: To have nations maintain and support an economy and to create limits on unit spending and create budgets on all military units and to impose a “tax” system on all units to purchase.

Starting nations have a starting amount of money. This allows them to establish their military and make future purchases.

LAND PROFITS:
You gain income based on how many territories you have and gain a weekly income of $10,000 per territory. This adds up to your weekly income.

LAND CAPTURE BONUS:
Each time you capture or annex a land you automatically gain an $8,000 amount boost.

ESTABLISHING A BUGET:
A starting nation may start with an income of $20,000 and receive a weekly amount of 5,000. By annexing, a land capture bonus is gained and adds to the income.

UNIT PRICING:

A pricing system based on a category of units can be established. This is a basic list

Ground forces-

Infantry: $10
Heavy Infantry: $50
Elite Infantry: $350
Light Hardsuits: $1,000
Medium Hardsuits: $2,100
Heavy Hardsuits: $4,000
Light MECHs: $5,500
Medium MECHs: $7,500
Heavy MECHs: 9,900
Very Heavy MECHs: $11,000
Transport Vehicles: $200
Mobile Anti-Aircraft: $350
Support Vehicles (Radar Trucks, Mobile Command Centers): $1,000
Small/light Drones: $50
Medium Drones: $120
Large/Heavy Drones: $230
Massive/Superheavy Drones: $350
APC, AFV/IFV: $250
Scout Vehicles/LAV: $200
Rocket Vehicles (SAM, Katyusha): $750
Missile Vehicle: $1,500
Large Missile Vehicles: 2,100
Light Tanks: $300
Medium Tanks: $500
Heavy Tanks: $650

Secondly i have no idea where you cam up with those prices from, but a light mech should not cost more than a medium ship (or a submarine) and All the super ships (sub, battle, carrier) should be similar in price.

THIS is just an example of the pricing system not official.

EDIT: Also I will come up with a better pricing system and have them on par with production limits. Any help and improvements will also be appreciated. I just want to create a better system using economics.

Suggestion 1
Bombing factories limits war time production of a nation, and production for the amount of time to fix it, this will give bombers new meaning.
Suggestion 2
Holding land gives you a MINUTE bonus (note that it is not a huge bonus, but something little)
Suggestion 3
Weather, this one would be hard to implement, but maybe we could come out with a weather map once a week that would affect combat
Suggestion 4
Time Period early 1990's. This would allow us to use things such as gen 5 aircraft, and basic drones without allowing them to be overpowered yet.
Suggestion 5
Have a tier system for building. Am i the only one who thinks that having it be able to take the same amount of time to make a jet as a biplane is ridiculous? (this would be sort of an add on system)
Ex
It takes 1 week to build a basic ship
Add 1 day for every gun bigger than 4 inches, Add 3 week for stealth
Add 3 days for the ability to submerge
ect...
when you are done you would round up or down to get to the closest full week measure. Things such as tanks would be added to this stytem without breaking it by using decimals
Ex it takes .05 weeks to make a tank
these are my current sugestions.

D&C3 will take place on Earth, so terrain, climate, population, infantry numbers, and cities will be based off of the real world counterparts, but that's as far as that will go. You can still make a fictional nation, with its own ideals, say socialist France, with a Rome style Paris. This will remain like this so CR will be easy. There wont be any voting on the matter.

But feel free to talk about what you hope to get in D&C3 for a nation.

It is an easily dividable line that can make the game more interesting (however i wouldn't mind combining some of the smaller states into one region). Honestly while we are at it, we should probably split china up into its provinces and russia into whatever the russian equivalent is. These actions would add more conquerable territory to the world.
Ps. it is not just U.S. states, but Canadian and Australian provinces to.

Bonuses? If you pick two countries you get the population of those nations, and there militaries, same goes for states.

So if you pick England and Ireland you get a population of 59 million, "59 million people live in England and Ireland." and a total military force of around 200 million troops.
Same goes if you pick states in USA, Canada, and Australia.

Well, yes, but that assumes we are doing an alternate reality of the real world and are also using real world details. By this logic, we might as well restrict countries to using the equipment made by them, aka western countries would use western style tanks and vise versa. I'm honestly not sure I like this idea, but it might be interesting to either choose to be an Eastern or Western styled country and only build in that theme.

We are 70-90 years into future, tech wise. Why would we do the same again? Although, I really like it as I made some really cool real creations in this theme.
