I think I got most of it down:

I just have some questions.

1. How do you build your quest (example?)
2. Does your hero have to remain permanent once you use him?
3. For judging, will you have judging criteria?
4. Can Questmasters and Council members take part in quests if they don't create them?

Basically, a Questmaster will design the quest and start the signups (like a cyoa) and then when the signup deadline is over, the players then build their quest.

Quests will basically be a vignette that you build centered around your character performing the task (you can include the other questers in your scene but it's optional).

No your hero does not have to be permanent and you can change him whenever you want HOWEVER, if you build a new hero, you will lose your status as a Council Member or Questmaster and start over from level 2 (not a typo).

Good question I will clear that up in a Judging thread.

Absolutely. They cannot participate if they created them. Only quests that others create.

Yup! You answered them. Your welcome! It's kind of based on the Heroica sets right? I recognized some of the characters.

I just need to know one more thing.
Say I'm the wizard.
I then get assigned the fighting quest.
How do I build that?

After reading the judges thread, I believe I got the answer to my question, I just want to make sure though.
Taking the scenario from above, I think I would build it like this:
Since I would be a wizard (this isn't my hero choice), fitting with my character, I would build so that I would use some sort of magic to defeat my enemies in a creation that is in...say a forest. The scene would be me on a tree sending a dragon against a couple of bad guys.

Did I get this right?

Yeah that's right. You can add the other Quester's characters if you want but you don't have to. Mostly that would be for the Knight, the Druid and the Ranger. But you got the gist of it.

Are Knights and Barbarians restricted to melee weapons or can they have optional/secondary gear like darts, throwing knives or axes, slings, etc.? And, conversely, can Wizards and Rangers have melee weapons? Thanks for inviting me; this sounds really cool!

Knights and Barbarians can have small ranged weapons but for the most part would use their melee weapons and the same for wizards and rangers.

Whichever Council member goes on a quest does NOT judge his own quest, instead the other Council members will judge his/her quest.

But the same council member who goes on a quest judges the other people who are competing with him?

Do all the council members judge all the entries into one quest?

Will the Quests have size restrictions?
Also, must my character be minifigure scale? Or can I make it in a different scale (miniland scale, etc.)

Yes the Council Member will judge the other members quests in an unbiased way meaning: The council member will basically consider his entry as "not there" I hope that made sense.

And yes, all Council members judge all entries.

Your character must be minifig scale and size restrictions will depend on who's making the quest.
