To be completely honest, I don't recall discussing it with the others about Sean's policy towards decals.
I would say (until Chris or Sean corrects me here) that custom decals are okay, but it would be best to see them on the figs, and not just a single pic with only the flat design. To me, that's the same as a drawing - and those kinds of pages we are asked to delete.

The issue of stickers is an odd one.
There's a lot of perspectives, and they're all true.
That is to say, it's entirely subjective.
You don't like 'em? They don't belong, and should be banned.
You love 'em? Phipson has said before that while he doesn't like them, he feels he has no justification for deleting them.
And Phipson, as everyone knows, <sarcasm>never ever says things he doesn't mean.</sarcasm>

Ya know, I think I'm going to ask Sean about this one. It's just something I don't think we've ever covered in our discussions, and I'm a bit curious. Although, since I don't remember him ever coming right out and saying "decal pages need to go" (and there are a good number of such pages that have been around for a while), my inclination is that he's okay with them.

it's come up in the "report non lego" at least twice to my knowledge, as Areetsa said normally it's been allowed grudgingly.

I remember a while back Sean and I had a conversation where he said that they were ok. Unless he's changed his mind since we spoke about them then...
I agree that they "shouldn't" be allowed unless displayed on a fig (like Mark said) but until Sean says otherwise...

Here's the way I look at it. People modify bricks to the point they are unrecognizeable and it seems allowed. Lego puts stickers in some of thier sets So, for example, putting a decal sticker on a moc that is not dependent on them? Fine. Putting down a 2x2 brick with stickers loaded on it is not.
