Well, I am in the middle of writing my comic, and what's the name of the C.O.P. capital? Sorry about the breach.

Yeah, tarsis is the capital planet. I wouldn't know what the capital of tarsis is though...

Technically, the authority of the whole Coalition resides in the Imperial Sanctum. That authority being the Emperor. The Sanctum is basically a several thousand feet tall castle with who knows what kind of weapons defending it. Used to be the Council chambers from the old days, but democracy failed, now the Emperor lives there.
Everyone else, Fleet Lords and all, have their own bunker several miles away. Because they're not worthy of the Emperor.

Far more likely, there's a department in every city.
