I think this next topic will clear a lot of issues for me.
When I imagine the COP, I see the Tarsinian realm filled seemingly loyal (But nearly all want glory for themselves/their race) and the surrounding realms anywhere from content to tolerant with Tarsin rule, respective to distance and how much of a tribute they have to pay. (Essentially, the same way the Romans used to conquer other peoples. You pretty much kept your leaders, learned the language, became citizens, etc.) But I also see a little secret cronyism here and there concerning older races wanting to take advantage of the others and the newer races getting fed (Heh, I said Fed.) up with it all.
When I imagine The UNE, I see Earth and any prominently human colonists along with a few benevolent 'aliens' that, for the most part, suffer from little corruption. But the issue lies in the fact that they're beset by a faction of unknown power that pretty much threatens their independence.
From what I gather from what I've interpreted what you've (Awesome-o-suarus) said before; you see the Emperor as a benevolent character with others loyal to him. The other Realms are, for the most part, fine and loyal. There are multiple fronts here and there, but the Coalition is handling well.
From what I gather, you see the UNE as filled with corrupt corporations who've befriended the government.
By no means am I accusing you of anything here. I believe there's bias on both sides. Its fine (And if you ask me, suggested) for certain characters along with the occasional role-play to express this bias, but it makes it pretty frustrating when discussing realistic win/lose situations, specifically in 23rd.
