Thanks for commenting! The arms are light blue. I think that I might have gotton rid of the decals on my computer after I used them, but I'll try to make them again and post them soon.

I do :) She is the Granddaughter of Professor Voltage from Lego Island I think. After beating Rocket Racer you go to time trial mode and after beating her on all of the tracks you get her character pieces and car pieces :)
