Makuta beast (my very first makuta has not changed at all) Has been fighting for braxis longer than anyone. They have beel friends and killed many toa and in some cases kept them. They instead of killing toa they have been trying to capture the in order to turn them into makuta. Beast can transfer all of his makuta energy into one dart and shoot it to transform the toa. Most of the time it kills the toa though thay have only had to successful attempts rogue and hornet. Once they took rogue is when the special ops came in and around the time they started to get more operatives.
