There's something about this mech that really makes me like it for some reason. More steam would have worked to your advantage, but I liked the overall design of it enough to grant you a 4.

Considering this is your first shot at steampunk, You did an awesome job! There are some nice details here. I especially like the hips. Those wheels always look good on steampunk mocs :)
