oh my gosh! is that Officer Phipson on a Stingray Speeder Bike?

Yes it is, and he's trying to run down Prisoner Mark Kelso! (He's probably not the first to try to.)

The two minifigs, Chris Phipson on the right and on the left, the exclusive Prisoner Mark Kelso figure! (No offense you guys, I'm just trying out smack-talk for the first time.)
