This is a creation I copied from a book and basically, it's pointless. The idea is that when you turn the handle on top, the two stacks of lego on the bottom move back and forth without hitting each other. Or something.

Looks nice, would be cool to see a video. I bet turning that wheel is a little like popping bubble wrap - pointless but therapeutic :)
