Zap, Toa of Electricity was once an electro-beast before he entered a Toa Zone. He became a Toa with powers over Electricity. His weapon is an electro-blaster and his shield is charged with Electricity. Zap is one of the good Toa.

Quoting lego lord Cool Toa, it looks like it could need a new mask though since LEGO most allways creates a Toa with a new mask element.
How do I get a new mask element? I'm not LEGO, and I don't really like LDD all that much.

The weapon in his right hand seems to not fit the color sheme but I like the way the spines are used.
