Real Name: Lesley Coogan III
Species: Mutate
Powers: Super strength, invulnerability, super endurance, telepathy.
History: Lesley Coogan III was a rich, spoiled brat seeking to use his father's fortune to make it in Opal City's political arena. But when his plans to rig the Mayoral election failed he turned to the Benefactor for help. Disgusted with Coogan's ambitions the Benefactor dismissed him, humiliating him by threatening to turn Red Rage on the terrified politician. Angry and looking for payback, as well as running from the law since his fraud was now public, Coogan turned to the Opal City underworld to help him. Still fixated on the Benefactor and Red Rage he agreed to undergo an experiment to gain telepathic control of the angry mutant. But the experiment went drastically wrong and instead of gaining the power to control Red Rage, Coogan was consumed by the same exotic energies, turning him into a shadowy reflection of his obsession.

Retaining some measure of his former intellect, Coogan set himself up as the Mayor of the underworld, adopting the name Night-Mayor and using his monstrous strength to press-gang terrified crooks into obeying him.

only one force in the city is his equal, but dare anyone risk the two fighting it out?

Weakness: his telepathic powers are limited to entering the dreams of others and interacting with their subconscious mind. If he becomes enraged his control of his intellect diminishes until the Shadow-Rage entity assumes control, a beast as mindless as Red Rage. Coogan can regain his human form but the process leaves him exhausted so he rarely tries.
