Morpheox is the only known toa of hypnosis. Just glancing at him makes you drowsy. He can put people to sleep or even in a coma forever. What he lacks in strength he makes up for with bladework. He leads the Knights of Redemption and is currently at the Zyzex outpost.

Quoting Everox Toa of Plasma Awesome last picture! Since he is a toa of hypnosis, he can make people do stuff besides put them to sleep, right?
Of course! Putting people to sleep is only a perk. It wouldn't make sense to only be able to make foes go to sleep.
