The black platform of the Red Cargo Train Engine is raised to provide the space for the LEDs and its associated wiring. The headlights are activated remotely by the IR remote controller via the second channel of the IR Receiver.
A motorized chainlink drivetrain is used to run the conveyor belt. The motor uses a separate AAA battery box and is controlled by an IR Receiver/Remote Controller on a channel different from the Red Cargo Train Engine.

I've since rebuilt the red cargo train, moving the LED lights from the Train operator's cabin to the rear headlights instead. In my current version, when I turn on the red cargo train's headlights, both the front and rear headlights go on. In order to slim down black platform, I raised the height of the main chassis so there's enough space for the LED cables.
By the Way, the lego red cargo train shares many design features to an ALC RS-1 Frieght train, an international diesel electric track switcher.
