A nice fun moc : ) the only way I can think to have a splatter on a minifig is maybe using a 'Neck Bracket with Back Stud' (bricklink calls it) and have it the same colour as the minifig torso with a 1x1 yellow or blue stud. might not look that great though. there are torsos and pants that have paint and grime on them too now
