well, protofeathers and skin have not been preserved on any of the dilophosaurus fossils, so it's hard to tell whether they had any or not, however dilophosaurus was a rather large animal in a warm enviroment, and it already had the crests for display, so it probably wouldn't have had protofeathers on the neck. i am crazy about using protofeathers on the neck, so i think that is the main reason i put them there.
