Made using only the pieces from 9390 Mini Tow Truck, this mobile crane has a working brake, pivoting superstructure, lifting boom, working winch, and a lock for the hook.

The brake is quite simple. Manually controlled, it simply rubs against one wheel, stopping it from moving.
The superstructure can be detached from the driving base.
The boom can lift, manually, and the winch is turned by a gear. The connector at the end of the boom can lock the winch: when it is down, the winch cannot move; when it is pushed up, the winch can move.
