I've often wondered why Lego don't release some of these. Just a bit of help to the person above me: Tyco was a Lego clone. The standard height of their plates was 1/2 a brick, rather than the regular 1/3. That sort of fit you criteria... maybe. One thing I'd like is standard length technic bricks (e.g. 1x16) with an even number of holes.

Yeah I have a wishlist similar to yours... in my head at least. #6, #9 and #11 are on my list too. Imagine- 1/2 a plate high, and 1 1/2 plate high parts... great for SNOT. 1 x 5 bricks, 1 x 7 bricks... A modified headlight brick with a relief of 1/2 a plate and/or tile. My list is wierder than yours :-p
