The Skeleton Holding a rocket launcher

The Skeleton used to be a famous explorer. However one day he was investigating a tomb in Egypt and it collapsed, trapping him inside for three weeks. He survived off his water supply and gradually lost his sanity. He believed that the Skeletons in the tomb spoke to him, telling him that when he was free he should steal all the Egyptian artefacts back from the museums in Gotham and return them to their rightful owners. When he was at last rescued, he was so thin from lack of food that he looked like a Skeleton. Now he rides around Gotham City at night, wearing a skull mask and robbing Gotham's musuems. Can Batman stop him?
