The history of New Gotham is documented on the other page entitled 'New Gotham'. Considering the dangerous reputation New Gotham had established for itself Mayor Lewis Stringer decided that urban renewal was the only one to restore the city's reputation and tackle the inner city urban decay.
The city was expanded to the south and the area became known as South Quarter. At present it only contains a Bus Terminal which is yet to be completed. Once finished the terminal will connect to the elevated railway, also to be expanded. The expansion also included the construction of the Chrysler Building spire. Merely a skyline element the spire is illuminated from inside.
South Quarter Expansion - Criticism
There have been numerous problems with the expansion:
- The bus terminal has been criticsed by some for its design and its size. Once complete it will loom over much of South Quarter and planning permission has been granted for a large circular skyscraper to be built on top of it. Critics have said the design is New Gotham's equivalent of Penn Station/Madison Square Garden.
- Even though the area has yet to fully open crime is already high. Assaults and robberies are common. Instead of curing crime as Stringer had hoped urban problems have spread to the South Quarter
- The expansion of the elevated railway has also attracted criticism. The railway is dangerous, accident rates are high and it is under-maintained. Several have suggested that the money should have been spent on improving safety on existing lines rather than adding new ones.

The bus terminal is not the only addition to New Gotham. The second is the spire of the Chrysler Building. Since New Gotham officials want their city to look similar to New York it was only a matter of time before the Chrysler Building was added.

Instead of being an extension to improve the city it looks as though South Quarter will just add to the city’s problems which include crime, drugs and air pollution.
